                                                       NOTICE TO CUSTOMERS – SPICTL & MITL 2023 TARIFF


Dear Valued Customer,
Effective 1 January 2023, South Pacific International Container Terminal Limited (SPICTL) & Motukea
International Terminal Limited (MITL) will revise its Regulated Tariff as follows:


Regulated Tariff for Container Cargo

 

• These adjustments apply to Export and Import rates
• Transshipment rates remain unchanged
• Since the start of operations in 2018, ICTSI South Pacific has only adjusted its regulated container tariff once, in 2021

Regulated Tariff for General Cargo

• These adjustments apply to Export and Import rates
• Transshipment rates remain unchanged
• Since the start of operations in 2018, ICTSI South Pacific has never adjusted its regulated general cargo tariff

 

It is important to mention that, in 2022, ICTSI South Pacific did not increase Stevedoring and Handling rates (to
support PNG trade recovery from Covid19 impact), hence decided to absorb inflation and increasing costs through
efficiencies and productivity improvements in both terminals. Yet, the current steep increases in both fixed and
variable cost (more than 15% Year-on-Year combined) are now forcing us to perform a slight adjustment in order
to continue providing best-in-class service to our customers and ensure fastest cargo flows in and out of Papua
New Guinea.

 

Furthermore, ICTSI South Pacific wishes to clarify once again that SPICT and MIT do not, and cannot, charge “Wharfage”.
Additionally, in SPICTL, a “Crane Charge” will be implemented following the introduction of 2 x Ship-To-Shore (STS) cranes in Lae Tidal Basin (LTB). These are expected to be commissioned by the first week of January 2023 and they will bring substantial operational efficiencies by decreasing vessel turn-around time. The charge is set at PGK 150.43 per move (container, not TEU) that it is performed by the STS crane, and it will be charged to the Shipping Line on top of the Stevedoring rate. The charge will subsequently be adjusted annually, by the annual underlying CPI movement, as provided by the PNG NSO.
For Non-Regulated Tariff, effective 1 January 2023, all tariff items will be adjusted by 8.7% in both South Pacific International Container Terminal Limited (SPICTL) & Motukea International Terminal Limited (MITL).
However, after internal review and considering feedback received from the market, the following tariff items - both for Container and General cargo - will be exempted of such adjustment (rates to remain unchanged):
• Special Services Transfers i.e. Transfer for Customs Examination, Transfer for physical checking and Transfer for Customs scanning
• Storage Export / Import / Transhipment – All periods
Finally, we are glad to inform Port Users that our Import and Transhipment (import direction) Storage clock in 2023 will commence from “Vessel Last Line” instead of “Vessel Last Lift”, with the aim to provide the shipping lines and the consignees of PNG with a more fair and transparent Import Storage clock mechanism.
